The Scenario
Regulatory reforms are gaining pace in the developing world, with an increasing number of countries enacting competition and sectoral regulatory laws. For example, the Indian Competition Act, 2002 and miscellaneous sector regulatory laws covering electricity, fuel, ports, airports, telecom & broadcasting, established a completely new set of rules unfamiliar to most companies doing business in India and to the regulatory staff themselves and stakeholders.

These have called for professionals in the field with relevant knowledge and good understanding of competition and regulatory affairs with practical knowledge. There is a severe shortage of institutional capacity to both implement the reforms and facilitate the spread of knowledge on regulatory matters in developing countries.

Current efforts are largely piece-meal and fragmented. Adequate emphasis is not given on learning from cross-sectoral and cross-country experiences. There is a clear gap in terms of research and its utilisation in course curriculum. Even the approach taken by the existing training programmes is not as broad based, as it should be. With this backdrop, CUTS has initiated the inception of the CUTS Institute for Regulation and Competition (CIRC) in India, which aims to fill in the prevailing gaps and enhance knowledge on regulatory issues.

CUTS, The parent body
Established in 1983, Consumer Unity and Trust Society (CUTS) has built up a formidable reputation as a leading research, advocacy and networking group engaged on issues of international trade and development, competition, investment, economic regulation, human development and consumer protection. It has five overseas centres: three in Africa, one in the Geneva and one in Vietnam with staff strength of over 100 persons.

The Perspective
The aim is to offer educational and training programmes on the referred subjects, while maintaining international standards

– Facilitate research to enhance understanding and explore inter-disciplinary linkages among the identified subjects
– Create and maintain a knowledge database
– Offer consultancy services to governments, regulators, business, etc.

Lectures, case analysis, interaction with experts are being used as tools to provide strategic understanding, develop core skills and encourage in-depth knowledge of the dynamics involved.

Online courses are being/ will be offered utilising techniques that will be relevant and adapted to the particular needs of recipients. In doing so the aim is to share knowledge, exchange experiences and build networks.

The Guides
CIRC offers a practical focus on learning. The faculty on board explore the challenges involved in relation to real life experiences. Emphasis will be laid on the key issues, supported by research. Visiting fellows, both academics and practitioners, are available at the Institute for delivering lectures, offering expert views on course development, writing papers, developing training modules and conducting training programmes. CIRC will eventually have a core faculty for teaching, research, and training assignments.

C. Rangarajan – Chairman, Economic Advisory Council to the Prime Minister of India

He was Governor, Andhra Pradesh, India from 24th November, 1997 to 3rd January, 2003. He was Governor, Reserve Bank of India between December 22, 1992 and November, 1997. He was a Member of the Planning Commission, Government of India, from 21 August 1991 to 21 December, 1992. He held the position of Deputy Governor, Reserve Bank of India, for almost a decade from 12 February 1982 to 20 August 1991.

After obtaining his Honours Degree from Madras, he went to the University of Pennsylvania wherefrom he took his Ph.D degree in Economics. He is the recipient of several prestigious awards.

Nitin Desai – Former Under Secretary General of UN

Mr. Nitin Desai, a graduate of LSE, taught economics at two UK Universities, worked briefly in the private sector, had a long stint as a government official in India and then joined the UN in 1990 from where he retired in 2003. In India he was in the Planning Commission (1973-88) and later in the Ministry of Finance as the Chief Economic Adviser (1988-90). In the UN, where he was Under Secretary General for Economic and Social Affairs, his major work was the organization of a series of global summits, notably the Rio Earth Summit (1992), the Copenhagen Social Development Summit (1995), the Monterrey Finance and Development Summit (2002) and the Johannesburg Sustainable Development Summit (2002).

After his retirement he has been involved in a variety of public policy activities nationally and internationally. He continued to assist the UN until December 2010 as Special Adviser on Internet Governance to the UN Secretary General and the chair of the multi stake holder group that organises the annual Internet Governance Forum. He is a member of the Prime Minister’s Council on Climate Change and the National Broadcasting Standards Authority. He is an Honorary Fellow of the LSE. He is the chair of the Governing Board of the Institute of Economic Growth and the Governing Council of the National Institute of Urban Affairs. He is associated with many NGOs and is a member of the Board of Trustees of the World Wide Fund for Nature International, the Board of Directors of Shakti Sustainable Energy Foundation and the Executive Council of the Nehru Memorial Museum and Library. Vikram Singh Mehta – Chairman, Brookings India

Vikram Singh Mehta, Executive chairman of Brookings India and senior fellow at the Brookings Institution, has spent most of his career in the petroleum sector. In 1980, after working with the Indian Administrative Service (IAS) for two years, Mehta joined Phillips Petroleum in London as a senior economist. In 1984 he returned to India to work for the government company Oil India Ltd. as advisor for strategic planning. Four years later, he went back to London to work for Shell International in different capacities (managing director of Shell Markets and Shell Chemical Companies in Egypt starting in 1991 and chairman of the Shell Group in India starting in 1993), retiring from Shell in 2012. Mehta was chairman of the Hydrocarbon Committee of the Confederation of Indian Industry (CII) and a member of the CII’s National Council. In addition to his positions at Brookings India and the Brookings Institution, Mehta is an independent director of several companies including Larsen & Toubro Ltd. (the leading engineering and construction conglomerate in India), Mahindra & Mahindra Ltd. (the largest tractor and SUV manufacturer in India, among other activities), Thomson Reuters Founders Share Company, and Colgate Palmolive India Ltd. He has a regular column in the Indian Express and Financial Express (two leading Indian newspapers), and he is the author of many published papers. He was honored as Asia House’s Businessman of the Year in 2010, and he received the Asia Centre for Corporate Governance and Sustainability’s Best Independent Director award in 2016. Mehta is a member of the Board of Advisers of The Fletcher School and the Board of Governors of the Pandit Deen Dayal University of Petroleum. He was formerly chairman of the Board of Trustees of the Duke of Edinburgh’s award for India and a member of the Board of Governors of Doon School. Pradeep S. Mehta – Secretary General, CUTS International

Pradeep S Mehta (69) is the founder secretary general of the Jaipur-based Consumer Unity & Trust Society (CUTS), one of the largest consumer groups in India, with overseas centres in Geneva, Hanoi, Lusaka and Nairobi. CUTS has now completed 30 glorious years. Mehta studied at The Scindia School, Gwalior (higher secondary), St Xavier’s College at Calcutta University (B.Com) and law at the Rajasthan University, Jaipur.

Mehta serves/has served on several policy making bodies of the Government of India, related to trade, competition, environment and consumer affairs, including the National Advisory Committee on International Trade of the Ministry of Commerce, Ministry of Corporate Affairs’s Committee on a National Competition Policy and allied matters. He also served on the founding Executive Board of the International Centre for Trade & Sustainable Development, Geneva and chairs the Advisory Board of the South Asia Network on Trade, Economics and Environment, Kathmandu.

Mehta also serves/has served on the advisory boards of Centre Advisory & Review Group of the Research Centre on Regulation and Competition, Institute for Development Policy and Management, Manchester University, UK; Institute for Consumer Antitrust, Loyola College, Chicago, USA; American Antirust Institute, Washington, DC, USA and the OECD’s Advisory Committee for Investment in Africa, OECD, Paris.

In the area of trade policy, Mehta has been an honorary adviser to the Director General, WTO and Minister for Commerce & Industry, India. Currently, he is a member of a 12 member high level Stakeholders Panel to advise the DG, WTO on the future of the international trading system.

In the past, he has served on the governing boards of the Life Insurance Corporation of India, Mumbai and the Consumer Coordination Council, New Delhi.

A prolific writer, gifted speaker, skilled trainer and organiser in the social field, Mehta has been named as one of the 30 most famous columnists in India by a leading newspaper in India. Over 700 articles of Mehta have been published in several newspapers and magazines on issues relating to consumerism, competition policy, and trade & economics.

Arvind Mayaram has a PhD in Finance. Presently he is an independent thinker and Chairman, CUTS Institute for Regulation & Competition. He has earlier held the positions of Finance Secretary and Special Secretary in Ministry of Rural Development, Government of India. He has also been the Alternate Governor for India on the Boards of World Bank, ADB and African Development Bank. He was India’s finance deputy in G20 and BRICS. He was also on the Boards of the Reserve Bank of India and the Securities Exchanges Board of India. He was India’s chief negotiator for BRICS New Development Bank and Asian Infrastructure Development Bank, and co-chair of the Framework Working Group of G-20. He spearheaded the establishment of the framework for mainstreaming Public Private Partnership in India and designed the first PPP module for delivering infrastructure in the rural areas. He was Vice President of the World Association of Investment Promotion Agencies (WAIPA), formed under the aegis of UNCtAD, UNIDO, FIAS and MIGA for two terms in early 2000.
